I don't think anyone is entirely sure, really. It has a post after it, which is never a concise sign.

Actually, it's quite simple. Post-punk doesn't have to do anything with punk music. It's called "post-punk" because that sound broke to mainstream after 1980, when punk wasn't so fashionable. So, it doesn't have anything to do with *** Pistols or the rest (btw. S.A. X-Ray Spex is the best 1977 punk ever!). Musically post-punk is inspired with simplicity of punk music, with emphasized bass lines and crashy guitars. Sometimes bands add syth etc. and sound is also inspired by pop rock and 60's rnb bands such as the Kinks or early the Who (or UK mod and mod revival bands). Good examples of post-punk are Joy Division, Killing Joke etc. This is for UK post-punk, in USA post-punk become hype later, around 85-86, when hardcore punk scene was in decay. It is marked by slower tempo, emphasized bass lines and gloomier sound. Also, clear guitars. You have bands such as Flipper, Mission of Burma, Wippers etc.

Also, today most of the indie bands are inspired by post-punk and they have a lot of sound influences etc.

They are hardcore punk. They were part of USA's scene. USA didn't have big "original" 1977's scene (except NYC and LA bands such as Ramones, Television, Germs etc). USA scene came in late 1979 earl 1980 and it was different punk sound called "hardcore". Dead Kennedys, Black Flag, Minor Threat, Bad Brains, Bad Religion etc. are all part of that.

Yes, know that having lived about 2 blocks from CBGBs in the late 70s/80s. I always thought DK's were punk, much more so than the Ramones actually, just wanted to know how the rest of the world looked at the DK's.
